Member Information

The undersigned (hereinafter called “Applicant”) hereby applies for membership in and agrees to purchase and take delivery of electric energy from Mille Lacs Energy Cooperative (hereinafter called the “Cooperative”), under the terms and conditions stated on the back. With the provided social security number, MLEC has the right to check the applicant’s credit and verify identity.
MLEC requires a $365 deposit from all members. The deposit may be waived by conducting a soft credit check. If you would like this done, call our office at (218) 927-2191.(Required)

  1. The Applicant will, when electric energy becomes available, purchase and take delivery from the Cooperative all electric energy purchased for use on the premises described on the front of this application and will pay therefore in accordance with the appropriate rate schedule as determined from time to time by the Cooperative; provided, however, that the Cooperative may limit the amount of electric energy to be furnished for industrial use until proper contracts and system changes can be made to accommodate any Member’s special needs.
  2. The Applicant will cause his/her premises to be wired in accordance with wiring specifications as required by the State Board of Electricity and the Cooperative. It is the Applicant’s responsibility to maintain their electric service in such a manner that the meter remains accessible to the Cooperative at all times. Should accessibility to the meter become restricted, the Applicant shall be responsible for all expenses associated with relocating the metering.
  3. The Applicant will comply with and be bound by the provisions of the Articles of Incorporation and Bylaws of the Cooperative, and any rules, regulations, and policies as may from time to time be adopted by the Board, and specifically acknowledges the authority of the Cooperative to inspect, repair, upgrade and maintain the electric distribution system, which includes keeping the right-of-way clear of all buildings, structures, trees, undergrowth and other obstructions that may interfere with or endanger the Cooperative’s facilities and equipment.
  4. The Applicant agrees to furnish at no cost to the Cooperative any reasonably requested easement over, above, across, or under the surface of the land owned or leased by the Member, not only for the purpose of extending service to the Member but also for the purpose of extending service to others or otherwise constructing needed facilities.
  5. The Applicant, by becoming a Member, assumes no personal liability or responsibility for any debts or liabilities of the Cooperative, and it is expressly understood that under the law the Applicant’s private property is exempt from execution for any such debts or liabilities.
  6. If the Applicant becomes indebted to the cooperative and the Cooperative incurs costs in collection of the debt, the Applicant agrees to be financially liable and responsible for all costs of collection in addition to the debt.
  7. To avoid the expense of preparing checks when refunds of electric account credit balances and/or the refund of capital credits is less than $25, the Cooperative will transfer the balance to another active account belonging to the member or if the member has no other account, balances less than $25 will be transferred to Donated Capital or Unclaimed Property
  8. Continuity of Service: The Cooperative will use reasonable diligence to provide and maintain uninterrupted service to its members. In cases of cessation, deficiency, variation in voltage, or any other failure or reversal of the service resulting from acts of God, public enemies, vandalism, accidents, strikes, riots, wars, repairs, orders of court, or other acts reasonably beyond the control of the Cooperative, the Cooperative shall not be liable for damages, direct or consequential, resulting from such interruption or failure.
  9. When construction of new electric service is required, the acceptance of this application by the Cooperative shall constitute agreement between the Applicant and the Cooperative, and the contract for electric service shall continue in force for a minimum of two years from the date service is made available by the Cooperative to the Applicant, and thereafter until cancelled by at least 30 days written notice given by either party to the other. The Cooperative may, however, terminate electric service without notice if the bylaws of the Cooperative or the rules, regulations or policies adopted by the Cooperative are violated by the Applicant. The Applicant shall pay the established minimum rate ($49 per month) during the term of this contract from the date the meter is energized or six months from the date service is made available, whichever comes first.

  • The Trust Board meets quarterly. Applications may be submitted at any time and will be presented for review at the next board meeting. Each organization is allowed only 1 donation per year.

What is Operation Round-Up?

It is a volunteer community support program designed to provide financial assistance to worthwhile projects and charities in our area. In essence, it’s people helping people.

How Does The Program Work?

Each month, we “round-up” the electric bills of participating members to the next dollar. For example, if your bill is $52.73, we round it up to $53. The additional 27 cents goes to the Operation Round-Up® fund. The average yearly contribution from each participating account is about $6. The most that could be contributed in a year is $11.88. Contributions are tax deductible.

Who Administers The Fund?

Money is administered by a nonprofit corporation called the Mille Lacs Energy Community Trust. This trust is operated by a board of directors completely independent of the cooperative. The board evaluates all of the requests for funds and determines how the funds are distributed.

What Will The Money Be Used For?

Bylaws allow the trust board to make donations to any worthwhile charitable cause. Possibilities include help with the purchase of fire fighting equipment for volunteer fire departments; lifesaving equipment for ambulance or rescue squads; hospice, education and youth programs; environmental projects; food shelves; programs for seniors; crisis centers; and disaster services. Projects are limited only by the needs of our communities.

Why Should I Participate?

Operation Round Up® is a unique opportunity for you to provide financial assistance to worthwhile projects and charities in our communities. Pennies donated by you each month become significant when added to pennies donated by your fellow cooperative member-owners. Together, we can make Operation Round Up® a great success!

How Do I Sign Up?

Participation is voluntary. If you want to participate, do nothing. Your contribution will automatically begin with your first bill.

Outdoor Lighting Agreement

    • 50 W LED light – Cost $10.20 per month
    The Cooperative agrees to install your choice above. The light will be installed on the premises of the above named patron at a location mutually agreed upon. The light shall be placed on the Cooperative’s poles only. To be “Dark Sky Compliant”, all LED lights are installed without a refractor shield. The Cooperative shall furnish, install, and maintain the light during a normal work day. The light shall remain the property of the Cooperative.
  • This agreement shall remain effective for a minimum of 1 year following the date of installation. After one year of service, termination shall be by written notice by either party at least 30 days prior to disconnection. The parties hereto have executed this Agreement as of the day and year indicated above. It is the member's responsibility to call when the light needs repair.

Powerline Right-of-Way Tree Clearing

• MLEC will not cut any trees hanging over structures, or any that are not endangering the power lines. • MLEC will not schedule this work. Tree cutting and/or trimming will be completed as time permits. • Upon receiving the completed form, the ROW supervisor reviews and deems if the tree(s) are threatening to cooperative equipment. If denied, the member must seek other options such as a tree removal contractor. We will not schedule this work. Tree cutting and/or trimming will be completed as time permits.
Sales Tax Exemption Form for Electrically Heated Residences

  • The 1977-78 Minnesota legislature amended the state sales tax law to exempt the sale of Residential Heating Fuels. For the purposes of the sales tax exemption, a summer home or cabin is also considered a residence. Electricity sold to members who are metered and billed as monthly residential users and who use electricity for their primary source of residential heat are exempt from the sales tax for the billing months of November, December, January, February, March, and April. Where electricity is exempt as a heating fuel all other electricity used through the same meter is also exempt for the six-month period. If you presently use electric energy as the primary fuel source for heating your residence, complete the following and return it to:

Surge Suppression Application

  • This agreement is between Mille Lacs Energy Cooperative, hereinafter called Cooperative (Coop), and the member at the stated location. The member acknowledges that he/she understands and agrees to abide by these terms and conditions. The agreement shall automatically be renewed on a month-to-month basis until terminated by either party.
    1. Prior to the installation of the surge suppression service, or any Meter Base Surge Suppression Device (MB-SSD), the Coop’s designated representative will inspect the home’s external grounding system to verify that a proper external safety ground exists at the service entrance. If the Co-op’s representative should determine that any of the home’s electrical grounding system or wiring are inadequate for the proper installation of the MB-SSD (s) the Co-op reserves the right to refuse installation until necessary corrections are made.
    2. The MB_SSD can only be installed, serviced, or removed by the Co-op’s designated representative. Maintenance work will be done during regular working hours Monday through Friday, excluding holidays.
    3. Applicant hereby grants the Co-op the right to install and maintain the MB-SSD and appurtenances on the property of the applicant. There is a $10 (plus tax) installation fee. This payment of $10.69 is payable in advance of installation
    4. All surge suppression devices including the MB-SSD, which is an integral part of the sealed electric meter, shall remain the property of the Co-op. The design and manufacture of the MB-SSD shall be selected by the Co-op.
    5. Service charges for the service will be billed with the consumer’s regular monthly electric bill at the current rate of $3.95 per month plus applicable tax and shall be considered due upon the same date as the electric service bill. If the device is removed either due to non-payment or customer request, there will be a $50 reinstallation charge if the customer requests the device to be re-installed.
    6. The service fee for the surge suppression service may be increased as deemed necessary by the Board of Directors.
    7. The member understands these MB- SSD(s) will not protect against direct or indirect lightning strikes beyond the manufacturer’s rated energy diversion capability.
    8. It is understood and agreed the applicant accepts the MB-SSD “as is” and the Co-op makes no representations or warranties regarding the performance of the product being provided.
MLEC Fiber Internet Agreement

MLEC Fiber will provide the customer below with fiber Internet service. This agreement requires subscribers to commit to a six-month minimum service term. The service begins from the date of the final home installation. The agreement automatically renews monthly thereafter. A $50 connection charge is required.

Termination

You may terminate this agreement for all of the listed services at any time by calling MLEC at (218) 429-0433 or (800) 497-5310; however, you may be assessed an early termination penalty of up to 100% of the remaining balance of your contract. (After construction begins termination fees will be applied.) In addition, any applicable late fees, equipment fees, and taxes may be applied.

Mille Lacs Energy Cooperative requires that their Optical Network Terminal(ONT), routers, batteries, and any other fiber equipment, if applicable, be returned to our office before any disconnection of service can be completed. The subscriber is responsible for notifying MLEC to schedule an appointment for our technician to remove the equipment within 30 days of discontinuing service. The subscriber is responsible for any damage to the equipment. Subscribers will be billed the current cost for damaged or unreturned fiber equipment.

Suspended Service Plan

MLEC offers the option to suspend fiber service once per year for up to 6 consecutive months. Once you have restored your services, you must keep them active for 6 months before you are eligible to suspend them again.

The monthly service fee for the Suspended Service Plan is $20.

Your regular service fee for the billing periods in which you switch into and out of the Suspended Service Plan will be pro-rated to reflect the difference between the monthly service fee and the Suspended Service Plan fee. Suspended Service does not count towards fulfilling your six-month service commitment.

Upon install, MLEC may require a deposit based on your credit history with MLEC or a credit check. If required, the deposit will be refunded as a credit to your account after 12 months of satisfactory credit with MLEC. Reconnect fees may apply if the service is disconnected. Plan costs and other charges are subject to change.

  • Rebates are available for Central Air/ASHP, Ductless ASHPs, ECM motors, and GSHPs. Rebate submittal must follow the guidelines as outlined by the cooperative. The cooperative is not responsible for inaccurate information supplied by appliance dealers. Rebates will be issued only for products on the current list of ENERGY STAR-rated products as of the purchase date. ENERGY STAR occasionally removes products from qualifying lists, and the cooperative will not rebate products that have been delisted as of the purchase date or are mislabeled as ENERGY STAR. To verify ENERGY STAR certification for ductless air source heat pumps, visit the Cee Directory website. The rebate program is subject to change or cancellation without notice. Call the cooperative to verify the rebate program status. Note: An invoice showing the purchase date, equipment manufacturer, model numbers, and serial numbers along with the AHRI certificate must be submitted with this application.

    Rebates:
